This is all about the US Markets IMO. Not unhappy if it ultimately leads to US listing. It may also be that US funds want to take a position but can't for shares below a certain price in overseas jurisdictions, so this would then enable them to take positions moving forward. This may also be a pre cursor to listing because a US listing will be viewed more favorably if there are funds already in place on the register.
All speculation and not an unexpected development, but you dont undertake consolidations lightly because often they have the effect of reducing shareholders wealth initially.
