I personally don't see a CR at this point, they already have a funding deal locked in place with guaranteed monthly payments so shouldn't need more cash.
I'm thinking this is more about the total shares and massively reducing that so it looks a bit nicer to those big insto's, pretty sure they all but rule out companies if they have too many shares on offer.
Seems like a strategic move to better position themselves to move forward in the coming months/years.
