For HFT that is true. I'm not sure MWR will be at that point even when its split by 10.
But BOT trading, where by an algorithm is used to buy and sell parcels can happen at any price and liquidity level.

How many of those trades look human?
The SP of this stock has been completely controlled since shortly after the recent CR.
Manipulation by algorithms can happen at any degree of liquidity.
