You should start by providing names for these utilities as you stated: "Most of the US utilities have bought up requirements to 2029". I know what you talk about, but there was only one, not "most of".

Down blending, laser enrichment etc. I don't get it.
Do you know that uranium waste is stored near nuclear utility, partly because no city want this to be transported through their land?
US have problem with enrichment. You are talking about down blending with lasers.
For example: Iran build huge centrifuge facility. Not some laser. Orano is building expensive centrifuge facility in US. Not some laser.

But- maybe laser is fine and they will go bankrupt in a few years because of low cost laser enrichment.
