This news is a little whiffy.
The blow out of $20MM or $5MM or $30MM, being material, or not on a $95MM budget is... simply in competent -- another possibility involves accountants and police -- so incompetence it is.
When stocks are touted as "no brainers," as PEN was I wrobgly assumed that referred to its bullish ascent, not its management.
