Probably because if a pilot project doesn't work out they can scrap it pretty easily, whereas if they expand the role of the internal team they would need to hire more staff (easily at more than $80k).
It's not like the people you are referring to are just sitting around doing nothing, they already have a range of reports they are responsible for.
