Is this saying the ASX will keep JRV suspended, until they are in a financial position to be re-instated? Essentially, they must wait until they can trade again - and they are not just letting them walk away.

Yes, essentially, the ASX is adopting a wait and see position. However, it does not say anything about JRV having applied for a waiver from any requirement for shareholder approval under the ASX listing rules, in my view a key decision to be made. JRV may not have applied yet.
