Assuming the funds are locked up until the cap raise is finalized, that raises the question whether the construction has even started yet.
If construction has started, then funds in the bank is going to be tight until either the cap raise is finalized or some other potential funding source is done. Or construction hasn't started and we are now a month or more behind schedule.
Either way, funding really needs to be finalized soon.
