Generally speaking, that's right. You shouldn't sell, because you've signed the TO form stating your intention to accept. BUT... until the acceptance form has been processed, there is a window of opportunity to sell, but you'll need to get in touch with your broker or computershare - before they process the form, and advise them that you don't have your shares.
