Once the Plant construction is complete the Import duties, taxes etc gravy train collected by Mali will cease.
Should Mali delay the start of production for whatever reason they will not collect taxes and royalties on produce/sales. One thousand plus locals will not collect wages and local communities will suffer.
I assume Mali will want minimal delays in getting the Plant operating.
Any deliberate Mali caused delays to Goulamina production will also be a red flag to other miners.
I am thinking there may be a reasonably quick transition from completion to commissoning to sales.
All my opinion of course.
