I think what he probably meant was that management is prone to exaggerate to create pump and dumps whilst ultimately failing to deliver i.e. lithium or cobalt. What needs to be remembered is that we are at the spec end. The prospects of a discovery that is viable us rare. Hence management is required to raise capital intermittently as no one will finance a speculative company. So pumps and dumps will occur. However that is the situation when dealing with the spec sector.
