I agree and am not really clear why it would take till 2025 to deploy. These guys have already had ceto in the water in the past surely the actual build and design isn't that a big of a leap in which to put the unit in in say 6-9 months. I'll give them that the internals would be uch more advanced but it can't be that difficult. The only thing I can think of is that they have not been able to fund any predevelopment until the announcement was made.
As for funding I think they can raise funds off the back of this. You'll have to forgive me but I know (just cant find where) that it has been mentioned that CCE are already in discussions with large scale energy providers about projects. I even seem to remember that one was mentioned in the usa. You are right though there won't be large scale investment until the technology is proven in water but it is possible (id say highly likely) that Ceto is used in some small scale island projects. This may well happen in parallel to the europewave project.
The moorpower and garden island projects need to generate income and hopefully enough to contribute to the funds needed for CETO. I doubt it though. I could see CCE being an OEM supplier as a source of funds.
The big selling point is being ranked one across all aspects of the criteria. THis surprised me. That is, while not real world, a validation of the technology.
The SP is going to struggle to move while there is so many shares on issue. The churn today has been massive but its going to take 5 to 6 days of this size of buying to get through to anywhere past the resistance at 0.003. Or a big buyer sweeping in.
At the end of the day if it had of been a no then cce was done. But as a yes it lives to fight for at least two to three more years. Attention needs to turn to moorpower and garden island to see if they can produce enough income to keep the rest of the business afloat
