The following words are part of an advertisement, "Your business income insurance may also cover a civil authority, like a government-mandated road closure that temporarily shuts down your company." Notice the word "may".

Investopedia states, “Standard business interruption insurance does not reimburse policy holders if the business is closed due to a pandemic. Even some all-risk insurance plans have specific exclusions for losses due to viruses or bacteria.”

It is possible to insure for most things, but this must be done overtly, and come at a heavy price.
