That is oversimplistic I suspect. If the contractual obligation is passed on to a third party (in much the same way as debts are passed between lending institutions) then it becomes an asset for that third party - regardless of what they legally have to do to recover it. It is not the same as the mobile phone bill you used as an example. I get the point you are making that the amount of the contractual breach is a bad debt but it is not treated the same way.
