If I need to move and upgrade an existing 1MW contract from 1 provider to another, the built capacity needs to be available. If I am unsure on the potential requirements in last few years of the contract (3-5 years) I would want additional capacity to upgrade into. Unfortunately for example, S3 wasn't ready for our contract review process so we remained where we were in early 2022.
