I wouldn't dream up a BHP connection. Imho it's just a serious mining executive who lacked the benefit of Radioactive and Anatol's posts and decided this project had legs and was exciting, perhaps even potentially Tier 1.

Building a management team in quite a considered, targeted manner imho, not the sign of a project about to fall over imho. That does not however say the project will deliver any great wealth to shareholders, at least from the starter project.

My guess is that after debt and equity raising, the governments stake and a JV partner the starter project will not be giving the sp much boost until it is derisked, and that even then it will be the self funding of expansions that have the real potential to add value. Still you don't collect good key people without decent odds on a valuable project.
