You know full well that's not what the announcement says. You have simply filtered it to suit your rather negative view of things.
As far as what is binding or not, you would need to see the terms of the contract which is not the same as the announcement. The gist of what they have described here sounds like it could be a great step forward.
In any case, if you believe it's all hype, that's your prerogative. I just don't understand why you are so ANGRY. You come across as really bitter. Just my opinion...
