Talking about Area 5, couldn't they come to some form of agreement with the other part owner in terms of funding?
Surely it would be in both parties interest to get the ball rolling on this new area.
What if the other owner fronted the costs in exchange for X Y Z?
This would solve most of the company's problems no?
