They need to find those deep high grade zones and then design exploration drive to get bellow or through them. It will be expensive but worth as then drilling becomes lot cheaper so they can test down to 2km depth.
Plus all the dirt they dig is not really a dirt as it will most likely be mineralised and can be processed once the plant is built.

you have got to move waste anyway, however if your waste rock is really low grade ore which can be heap leached then the upside is huge...
