Fontaine's argument is that they already found the target with 2D and it's so big that they can't possibly miss, so why waste money on 3D. According to Fontaine, Baleen was originally the prime target back before Seaclem was drilled, but there were some problems with the seismics and geology so they drilled Seaclem instead.
