Ricksanchez already covered this . . . but the decision here isn't really an environmental one, it's a financial one. That's PWN's thing, they're the best financial solution to an environmental problem. Sure, there's an environmental win, but that won't be the deciding factor here. Even though PWN can push the 'product extraction from waste' button, if they were more expensive than the encapsulation option, it would be tricky to get a foot in the door.
