I think you have misunderstood the salt impact on farmers. The analogy isn't building a salt land fill next to you, it is using your water tank to store salt water but then putting a plastic film to separate your drinking water from the salt water. It's all good if the plastic holds, but if an unforeseen event causes it to rupture all of a sudden you only have salt water to drink... More dangerous than high blood pressure.

To bring it back to the situation at hand, the salt is "encapsulated" because if it is buried without this layer then it leaches into the ground water making that water unusable for crops and cattle, thus making the land un-farmable.
