Shell,
They are dealing with government departments and government agencies, which I reckon would have a lot to do with it. This can be a very frustrating process when doing something new or different and effectively writing the rule book. 1st hand experience in this area which I would have preferred to avoid but government controls much of our lives these days and it is populated by many with a can't do mentality.
