Not surprised at the water move . They once were a clean air company but sold that off. I think 2015
It allows both companies to focus on the job at hand. RF is a miner. Would expect this process to take some time.
The question to ask is how much is it worth.
Will existing directors buy in to the new water company
Will CLQ retain shares
Will CLQ share holders get a guaranteed number on application based on our holding.
I would expect a lot of overseas interest

The consolidation is a separate issue this could happen sooner than later.
I did think the 1 for 10 is a bit heavy handed
Often consolidations result in a drop in market cap NOT THE CASE WITH LYC, they consolidated at 16c and went on to $2.50 after the 1/10 consolidation.
This news is not earth shattering, not make or break stuff. If given the chance I will participate in the IPO and retain my CLQ.
