At this stage I don't think you can vote online.
You can print off .pdf of your proxy form and the GM Notice, but I can't see where you can vote
The options for voting currently appear to be:
Delivery by hand
Delivery by post
by fax (08) 9463 1426.
Voting closes 28/3/20 by 10am WST.
