If that person at 7 mill had any concerns about this stock, they would be selling closer to the current price. It's for show, that's all. Bump up the sell side in the hope that people sell and buy more before approval (at the lower price).
I see the placement of that 7 mill as a good sign. Someone (or an investment company) has over $200k in this stock and is not serious about selling.
