The draft gives the company a chance to review and correct errors of fact; numbers, peoples' names, etc.

The final report will be released with the scheme booklet in (probably) just over a week.

The rules say that the IE can change their opinion right up until the vote. I don't know whether this actually ever happens. Presumably something very significant would have to happen to change the value of the business: government grant, major contract, regulatory approval, positive trial results...
