The trouble is that the state always had the authority to overrule any decision of the land court as it's their decision that is the final say but the Labor party support base won't like approval (the left-wing group) and I fully expect them (the Labor government) to refer it back to the land court as that buys them time so that it becomes the next governments problem. If they get re-elected then they can deal with it then. They won't want it as an election issue - they have two choices do it now and assume that its a non-issue by 31 October 2020 or bail on it now and refer it back to the land court as Adani has already been approved and they can say they are not anti-coal but due process has to be had.
