Where did you see 30% down (It looks like all percentages are +ve)?. that sheet is just based on the weekly status published by Tyro since the beginning of pandemic.
CY20 to CY21 column is %age change of payment volumes between Calendar Year 2020 and 2021 CY19 to CY21 column is %age change of payment volumes between Calendar Year 2019 and 2021.
between CY19 and CY21, we may see 50%+ based on the close to 3 weeks data published but that is not a good indicator of straight-comparison either.
