A simplistic answer is VOR doesn't have a strong IP and hence doesn't offer intrinsic value to potential buyer.
While the balance sheet is strong they don't have a game changing product. And lastly as per recent government announcement any foreign acquisition irrespective of its size will be scrutinized heavily. Not the right time sell in my view.
