    My problem posting about TGA is I know too much about it, and so it is difficult for me to address it as a whole, whereas I can concoct a reasonable post on a slither of it. I'll use your post as an excuse to address one of the slithers – the customer demographic.

    Using Geraldton, WA, as an example of a rural centre, 10% of the population identifies as Aboriginal, but for that RR outlet, 80% of the customers belonged to that demographic. This demographic group had a propensity to top-up on items based on the fortnightly payments it considered manageable. There are, of course, people in the general community who have a similar mindset, the ratio is just different. So taking race out of the picture, at least a third of TGA's customers were of that mindset. Whatever funds that come their way are spent, and if not spent is cadged by kith and kin, making it difficult to put money aside for big-ticket items. Sadly, folk of that mindset may be better off having their welfare money reduced via Centrepay, rather than having the money available as cash.

    I often went to Geraldton, and noticed people, mainly men, hanging about where the ATMs were located to cadge money from those they knew who were drawing out welfare money. Much the same profile of people tended to be seen at the Graldton TAB. This is why the RR outlet in Geraldton found many reliable middle-aged females to be very good customers who had a near-zero rate of default, and the latter fact can be attributed to Centrepay. There is no justifiable reason for CCP to behave like Pontius Pilate and remain aloof from horning in on Centrepay, because less ethical people will step into the vacuum that such aloofness creates.
