It feels like they have borrowed some money from a mate "the shareholders" and they go to the casino every few days and put a small amount of the money on one different number on the roulette table each time hoping for that one big win and when that fails they move onto a different table and try their luck there.

The problem with that strategy is casino's always win over time and the way to actually make money is to focus on one or two things and do them very well rather than doing 50 things fairly badly.
