The market tends to love CPH announcements, even when they're absurdly trivial or even bad news dressed up as good. You'd have to be a very optimistic holder with a lot of faith in the company to still be holding at this point (or you've just given up and stopped caring) and this news will probably be seen as positive by anyone still holding, so it's unlikely to drop the price.

Long term I agree with you, but the immediate and short term market reactions to this news should be net positive. If you're bullish about this sector, you're probably going to like this move by the company. If you don't like it, you wouldn't be holding anyway.
