I read it as the company being open to merger opportunities while also having the potential capital reach for acquisitions.
Perhaps either could be another rapid means of scaling up and/or increasing market footprint.
The company acquired Mernova Medicinal Inc. back in 2017, so future acquisitions could certainly be possible, especially as the company develops and new markets are expanded.
