I didn't get the sense from that letter that he acknowledged any overruns / problems/ failure to deliver against timeframes.
Which means either
1. it was expected to take this long and cost this much money - hence were previous statements during capital raisings accurate?
2. it wasn't planned and they are just building it as they go.
Some of what he discusses seems like nice to have - not absolutely essential day 1.
