Markets misprice companies all the time. They pay billions for companies worth a fraction of that as they speculate/ guess about the future and discount companies for the opposite reasons. It’s called sentiment. Market wants to see the money arrive and the refurb get underway. People think they have some time to get set. If the news hits early, then it’s going to move strongly and make up for lost time. Brokers will also cover the stock. Not long now with any luck.
