Right issue price is normally based on the current sp. Drive it down low will give cheap shares to the underwriter and those who have the cash. And the amount of share need to be issued will be huge and so you dilute those who don't take up their rights issues and therefore you gain more on the pie and dilute their percentage. My way of thinking.
