i think this means there is no need to provide a guarantee so the issue is closed on that topic which is what they said earlier in the year they were gunning for.
its just taken a long time to grind through the mill. the cubans have been busy on more important issues lately, so its understandable.
hopefully the farmin partners they previously indicated they were talking to on block 9 can now get clarity to proceed to farm in and we can see some block 9 action.
