Given Trump and the trade war, I think they may well be right with 70% cash. Yes, their 29% investment and 8% shorts may not do well but right now the 70% cash will do well in my opinion. Not for long but must have a good shot at being right. I think that small companies are cheap but will p[robably go lower because the flight to safety always seems to favour the larger index-tracking counters. I am happy that they have the ammunition we now need to see what they buy.
Add to that the discount. I am happy with my small entry.
