Only perfect if Government approval is achieved. If not you will have a lot of option holders thinking twice about exercising, and if they do exercise selling every head share they have at any price over 16 cents to fund it.
I have previously written the heads price will not be significantly impacted by the options, however this is only the case if we have the deal done and money in the bank as liquidity issues will surface otherwise.
Remember at current burn rate money will run out mid November, with no approval it could be the perfect storm to destroy the share price.
