I thinks this poses a dimema for long term vs short term holdings of the stock.
Generally overcapacity leads to weaker players leaving the industry as profits are marginalised. Once the weaker players exit, prices stabalise.
So the decision for CWT shareholders is 'are you happy to wear short term (maybe medium) for longer term stability.

Personally given current market prices for CWT vs NTA i think there is some form of margin of safety at current prices. But then i think on a long term basis.
