Taking your suggestion, I went through last year financial report and I found nothing that says DCN has to reserve their cash. The closest I found in the report is the below:



The above is just a provision or future liability and there is no statement on unrestricted cash.

Along the way, I also noted that the allocated working capital for 2021FY was $22.9m as shown below:

Perhaps the above is more of the reason to raise capital given that the cash position @ $16.8m was below the operational working capital.
