Share buybacks are soaking up the low sell offers but limited by maximum price they are allowed to pay.
Good for shareholders though, buying at these bargain prices thereby increasing the value of remaining shares.
It is surprising though that some shares are still being put on the market and sold to low ball offers when they could put it on the market at a higher price to be taken up by buyback plan. Some sellers it seems do not fully understand what is going on
