they are buying shares on market but the share price is stagnant...

they are buying shares on market but the share price is stagnant how are they managing to do this, im curious who would sell to them at these levels , am aware there is a price range that they must purchase within, but eventually this must creep higher as they cannot purchase enough on market at these levels, does this make sense.
