I have personally emailed the Federal Ministers (detailed below) who provided Major Project Status by the Australian Federal Government.
I suggest others do too so that they are fully aware of what is occuring. This needs mediation and a fast tracked action plan from either Chief Minister of NT Hon Michael Gunner or Federal Ministers, to ensure that the project approvals are prioritised and a plan put in place to ensure works can continue.

I am sure a number of these items raised can be added as conditions and the EIS be conditionally approved. This is project management 101 and is commonly done for Development Approvals (DAs). This allows the works including long lead items, procurement etc to occur, whilst the other items required (seasonal studies etc) are completed. There is always a risk with this, however, I am sure that they can mitigate this and ensure they work with the NT Government who promised a "whole-of-government" approach multiple times.
I would also expect the NT Government (lead by Hon Michael Gunner) to finalise the land transfer/sale to TNG to ensure that the location is locked in and can no longer be treated/used as a grey are by the NT EPA.
I found the below quotes from Dr Vogel (NT EPA) from the ABC news article (https://www.abc.net.au/news/2021-05-29/nt-environmental-watchdog-boss-furious-after-asx-announcement/100175448) interesting, as there is the potential to interpret that the NT EPA only needs "some" of those 23 items addressed first... Is there any precedent for EIS being conditionally approved before?
"We thought we'd found a sensible way through, with focus on the high priority information request first," Dr Vogel said.
"We know that these requests cost time and money, we're acutely aware of that, and we only focus on things we think are significant."
