I would assume that the only reason the product hasn't been submitted for the common criteria certification before now is that there is a cost involved in the process and DataMotion wouldn't have paid for it since they weren't directly marketing to Australia and the other companies the certification is recognised in.

You need a company with a vested interest to submit the product and Data-inCrypt needed to have the required capital before the product was submitted.
