I agree with your view on the timing of the permit being issued on or around when the plant is going to be officially opened for scale production.
I am guessing, but if we have learnt anything from Politicians it is that they will want to be invited at the official opening and maybe they will issue the 10,000T permit just before that so that they will get a rousing welcome/reception from the local community given the creation of many new jobs in the area. After all there will be elections in about four months so.... I think it is a question of when re the timing not if.
Lets wait and see.
