I don't recall there being much interest in the Ivigtut Quartz last time by the yanks as a strategic resource - that being said the Spruce Pine is actually owned by the Sibelco (Private company in Belgium), so this would surely wake up some EU/USA politicians / and decision makers as EPM has submitted the Strategic Application - now that this natural disaster has put Spruce Pine out of action, there would be extra urgency to get this project progressed and strategic project status approved.
Unfortunately North Carolina looks like is being forgotten by the current US administration. So it could be awhile before they infrastructure (power/water) and roads are back running, let alone the residential premises being cleaned up and repaired/rebuilt.
