Been thinking negotiating another higher amount for this 15% was a win win for all for a long time. Hope this is not the first time they have thought of this. Making the government happy should have been an objective for a long time. Somebody fraudulently or negligently selling 15% for less than fair value would upset the government and shouldn't be ignored. I do recall when management were crowing about what a great deal it was.
