They should be able to install a completion string any time they like (usually a completion string is production tubing run inside the casing) but it would probably be a bit of a waste of time/money to run it prior to fracking the other stages.
It might be that they can achieve high enough gas rates/velocities (when flowing from all zones) to avoid liquid loading without needing tubing.
